When performance holds, but visibility drops

From tracking to identity resolution

Third-party cookies gave platforms a relatively consistent way to recognise users across sites. That infrastructure largely sat behind the scenes, but it provided a stable foundation for how targeting and measurement operated.

That’s what’s changed.

Targeting hasn’t gone away. But the inputs have, and so has where control sits.

Platforms like Google and Meta are now stitching together identity using a mix of logged-in users, first-party data, signals from owned environments, and increasingly, modelling layered across all of it.

For advertisers, that means two things.

First, performance now depends much more heavily on the data you provide, your conversion signals, your customer data, and how well those are structured and connected.

Second, how optimisation actually happens has become more opaque.

When deterministic signals drop, platforms don’t slow down. They compensate, using modelling and machine learning to infer behaviour and to identify cohorts of users who exhibit similar patterns, often through mechanisms like lookalike or similar audiences.

So, optimisation is still happening, arguably more than ever. But it’s happening on a different set of signals, many of which are inferred rather than directly observed.

You’ll see campaigns where CPA holds steady, or even improves, despite declining match rates. Conversion volumes remain consistent even as observable signals weaken. On the surface, performance looks more stable than it should be.

But that stability isn’t resilience. It’s modelling filling in the gaps.

And that changes what you’re actually optimising against.

You’re no longer working purely from observed behaviour. You’re working from a mix of observed and inferred signals, and the balance is shifting.

That doesn’t reduce the importance of data quality. It amplifies it.

Because modelling doesn’t fix weak inputs. It amplifies whatever signals you give it.

The risk isn’t just signal loss.

It’s losing visibility into what’s actually driving performance, while still being expected to optimise it.

Identity now underpins audience stability

At this point, identity isn’t just a targeting input. It’s what holds the system together.

Hashed first-party data has become the primary way platforms match users across environments, whether that’s Google, Meta, retail media or clean rooms. And the quality of that data directly impacts how optimisation behaves.

When match rates drop, deterministic coverage drops with it. Platforms compensate by leaning more heavily on modelling, which makes optimisation less stable.

Where this usually breaks isn’t complex. It’s input quality.

Phone numbers stored in multiple formats. Emails with inconsistent casing or spacing. Duplicate CRM records sitting across systems.

On paper, these look like small data hygiene issues. In practice, they change how platforms match users, and ultimately what optimisation runs on.

So it’s not just about having more data. It’s about whether that data is structured well enough to be usable.

In practice, they can reduce match rates by 10–20%.

That doesn’t just shrink audience size. It changes what the platform is actually optimising against.

And the platform won’t flag that clearly. You’ll just see a performance shift without a clear reason why.

Signal routing and infrastructure

At the same time, the way signals are collected is under pressure.

Browser-based tracking is becoming less reliable, whether that’s due to ITP, ad blockers, consent opt-outs or network restrictions. Server-side setups are often positioned as the solution, and they do help. They reduce data loss, centralise consent handling, and give you more control over what gets sent downstream.

I often say, server-side tagging isn’t a magic bullet, it’s only one side of the equation. You need a holistic approach.

If your event structure is inconsistent, or definitions don’t align across platforms, server-side just makes that inconsistency more consistent.This is where data supply chains become critical, ensuring signals are collected, processed and activated consistently across systems.

Meanwhile, this is where things usually break in practice:

  • the same conversion firing differently across GA4 and CM360
  • no deduplication logic between platforms
  • inconsistent naming for the same event
  • media platforms optimising to one definition, analytics reporting another

In those cases, optimisation is still working. It’s just not working against a stable signal.

Modelled conversion systems

As observable data declines, platforms increasingly fill the gaps with modelling.

That includes conversion modelling, behavioural inference, aggregated attribution and automated bid adjustments. The common thread is the same, more of what you’re seeing is inferred rather than directly observed.

A big driver of this is consent.

As more users opt out of tracking, the amount of observable conversion data reduces. Platforms don’t stop optimising in response to that, they adjust how much modelling is applied to fill the gap.

Frameworks like Consent Mode aren’t tools in the traditional sense. They’re effectively standards that signal whether a user has consented or not, and that state determines how platforms treat the data.

In practice:

  • consented users provide observable signals
  • non-consented users are modelled based on similar behaviour

The result is that optimisation increasingly runs on a blend of both.

You might have a campaign where a significant portion of conversions are inferred rather than directly observed, but they’re still used as optimisation inputs.

The challenge is that this isn’t always visible.

Without structured testing, holdouts, incrementality testing, lift studies, it’s difficult to separate:

  • what actually happened
  • what was modelled
  • what’s been redistributed through attribution

At that point, reporting still looks clean. It’s just less reliable.

Part of that is modelling, but it’s not the only factor.

There’s also a growing gap between what’s being measured and what’s actually happening.

A portion of activity is now driven by non-human behaviour, bots, automation, and increasingly AI-assisted interactions, which can inflate or distort signals. At the same time, user journeys are fragmenting. More research and decision-making is happening outside of traditional channels, often through AI tools, in ways that don’t feed cleanly into analytics platforms.

Layer on top of that the fact that many platforms provide limited transparency into how users engage, and you end up with a system where:

analytics platforms show one version of performance
CRM or sales data shows another
and neither fully explains the outcome

That’s where the concern starts to build. Not because performance has dropped, but because confidence in the data has.

At that point, reporting doesn’t disappear. But it becomes something you interpret, not something you rely on at face value.

Clean rooms and contained ecosystems

Measurement is also becoming more contained.

Retail media networks, walled gardens and clean rooms are all moving toward privacy-safe environments where user-level visibility is restricted. Instead, you get aggregated outputs based on controlled queries.

That means you can still validate outcomes within a platform, for example, whether exposed users converted more than a control group, but you can’t follow those users across environments.

Each platform effectively becomes its own measurement system.

The challenge isn’t just that data is restricted.
It’s how it’s presented.

In many cases, platforms limit what you can actually access or group data in ways that remove useful detail. You don’t get the raw signals, you get a summarised version of them.

For example, search demand might be aggregated so that:

  • “flights to Paris” shows 10 queries
  • “flights to London” shows 10 queries

On the surface, they look identical.

But you can’t see the underlying variation, whether one is trending up, whether demand is more volatile, or whether there are meaningful differences in intent.

So while the data is technically available, it’s not always actionable.

That’s where the trade-off becomes more obvious.

Privacy is stronger, but visibility is reduced. And when each platform applies its own level of aggregation and restriction, cross-platform comparison becomes less precise.

Without alignment upstream, performance doesn’t just become harder to measure.
It becomes harder to interpret.

The Australian exposure

This shift tends to hit harder in Australia.

Datasets are smaller. CRM coverage is often thinner. There’s less room for signal degradation before it starts impacting optimisation.

In large markets, a 5–10% drop in match rate can often be absorbed. Platforms have enough adjacent data to model around the gap.

In smaller datasets, the same drop has a much more immediate effect.

You’ll typically see:

  • increased CPA volatility
  • faster audience expansion
  • less stable learning phases

Signal fragility scales faster in smaller markets. Which means the margin for error is lower.

The strategic implication

Audience strategy isn’t really a targeting conversation anymore.

It’s about how identity flows through your systems, how signals are structured, and how much of your performance is being driven by modelling.

The advertisers who outperform won’t necessarily be the ones with the largest audiences. They’ll be the ones with cleaner inputs, tighter control over their data, and a clearer understanding of how platforms are using it.

Optimisation will continue.

But the more important question now is whether you actually understand what it’s optimising against.

Louder recommendations

In a post-cookie environment, audience resilience isn’t something you assume. It’s something you build.

That starts with understanding your match rates before scaling, and being realistic about how much of your optimisation is being driven by inferred signals.

  • Fix identity hygiene first: Standardise formatting, deduplicate records, and ensure consent signals are captured and mapped correctly. Small issues here have outsized impact.
  • Move control upstream: Server-side tagging with centralised governance is quickly becoming baseline. Browser-only measurement is no longer reliable.
  • Validate performance, don’t just report it: Use incrementality testing to separate observed outcomes from modelled ones. Techniques like Causal Impact analysis help isolate what actually changed versus what was already happening. Without that layer, performance may look stable, but you don’t know what’s driving it.
  • Treat measurement as infrastructure: This sits within data and technology, not just media execution. Ownership should reflect that shift.
